Woman whose dogs mauled child to death ordered to take new puppy to training classes

A Portland judge has ordered the dog owner whose dogs mauled a six-year-old boy to death last year to take puppy classes for her new three-month-old lab.

The woman, Koko Moe Miller, 56, was arraigned Monday for the December 2023 incident.

Prosecutors say that 6-year-old Loyalty Scott, the son of a family friend, was at Miller’s house when her two pet dogs attacked and killed him. Over half a year later, Miller was indicted on 4 felony charges including negligent homicide and maintaining a dangerous dog.

Miller entered a plea of not guilty.

During the hearing, it was revealed that Miller was also the owner of a new 3-month-old puppy.

Prosecutors asked the judge that Miller not be allowed to have any animal in her control due to her history.

According to prosecutors in the hearing, her record includes an attempted assault of an officer back in 2007 and a history of having aggressive and violent dogs.

“I am asking in regards to the puppy that she not possess, own, or have in her control any animal,” the prosecutor said. “I would be understanding if the court thought that was too broad and limited [the request] to no dogs, given her history of having not just the three dogs that are involved here, but a prior a conviction for owning an aggressive animal.”

When the prosecutor pled to the judge, Miller could be seen wiping her face in tears and trembling.

Miller told the judge “My counselor told me to get one,” in regards to the new puppy.

The judge, as part of Miller’s release conditions, ordered Miller to take puppy classes at the Oregon Humane Society and not get any more dogs.

The victim’s family asked that Miller have no contact with their family.

Her next court date is set for September 13.
