Woman attacked by pack of dogs near Winters ISD, residents demand action

Residents in Winters said the loose animals roaming the streets are out of control and one woman was even attacked by a pack of loose dogs.

This incident happened on North Height St. near Winters ISD Campus and Winters Child Development Center.

“They immediately came in attack mode and you know I tried to hold back, there was four dogs, one of them broke through and actually mauled my wife,” Mario Montoto Jr, husband of the woman who was attacked, said. “I mean just violently got a hold of her and I was able to fight that dog off and she was able to ride off. I followed her, and checked on her. She had some puncture wounds and was bleeding at that point so it was not a good situation.”

Montoto told us the owner of these dogs was sitting on the front porch when the dogs ran and attacked his wife.

“She has a problem now,” Montoto said. “She doesn’t wanna go on bike rides with me after that due to that incident. She has problems sleeping now. She’s fine I think if we go to a walk at the track, it’s all fenced in but yeah she’s had some issues since that incident.”

We reached out to Nate Smith, the City Administrator who gave the following statement.

The city of winters hears and understands these concerns. We have, and will continue to be, aggressive in our animal control efforts to prevent future incidents. While our efforts have been focused, we also need the public’s help by following our ordinances for keeping their animals on a leash or in a fenced enclosure.

Montoto said he feels the city’s response just hasn’t been enough.

“I have received feedback from the city manager,” Montoto said. “It was less than acceptable in my opinion as far as how he responded to the situation. I just feel that, like I said, there’s laws on the books. They should be enforced, and it was more of a, I felt like I was ignored, really, is how that went down and I was not very happy with that situation.

Other residents we spoke to told us with so many loose animals, they don’t feel safe taking their dogs on walks or letting their children play in unfenced areas.
