Each year, millions of dogs and cats suffer from overcrowding, stress, and anxiety in shelters while hundreds of thousands are ultimately killed in the United States — simply because many people seek specific breeds, temperaments, puppies and kittens, and because buying animals at a pet store is convenient.
To help address this crisis, Representative Kimberly Williams has introduced a new bill in Delaware that could potentially encourage more people to adopt instead of shop.
If enacted, House Bill 131 would ban the sale of cats and dogs in Delaware pet stores and instead authorize them to partner with shelters and rescues to display adoptable dogs and cats. Retailers that fail to comply could face up to a $500 fine per dog or cat offered for sale.
Delaware would join states like California and New York in banning the sale of animals and featuring only adoptable rescues in their stores.
This legislation could significantly reduce the number of dogs and cats suffering or ultimately being killed in Delaware shelters and rescues, while also helping to prevent more animals from being bred into existence by breeders and puppy mills.
