Shocking Animal Cruelty Unveiled: 36 Dogs Saved From Squalid Conditions In Charlotte Hall

CHARLOTTE HALL, Md. – In a shocking case of animal cruelty, authorities in St. Mary’s County rescued 36 dogs living in deplorable conditions during a search and seizure operation on January 15, 2025. The St. Mary’s County Sheriff’s Office, alongside the Animal Services Division, executed the warrant at a residence in the 30000 block of Gershwin Road, uncovering evidence of illegal and inhumane procedures performed on the animals.

The investigation revealed a grim scene: malnourished and underweight dogs, many of whom showed signs of medical neglect, crowded in unsafe and unsanitary living quarters. The rescued animals were transported to the St. Mary’s County Animal Adoption and Resource Care Center, where they are now receiving much-needed medical evaluations and treatment.

“Our primary focus is ensuring these animals receive the care they need,” said Jen Utz, Director of the Department of Emergency Services. “The health and safety of our community and its animals remain our top priority.”

Two individuals, Kelvin Lovern Shepherd, 51, and Dominique Tiasha Parrish, 35, both of Charlotte Hall, were arrested and charged with multiple counts, including aggravated animal cruelty, general animal cruelty, and performing unlawful surgeries on animals. During the search, authorities also found a Ruger 9mm handgun and ammunition. Shepherd, already prohibited from owning firearms due to a previous conviction for a violent crime, now faces additional charges for illegal possession of a firearm.

While the case remains under investigation, the rescued dogs’ recovery process has begun at the care center. Behavioral assessments and rehabilitation efforts are underway to prepare the animals for potential adoption. Community members eager to assist in their recovery can donate supplies, volunteer, or even consider fostering a dog. “The collaborative effort between our Animal Services Division and the Sheriff’s Office was essential in addressing this serious case of animal cruelty,” added Utz. “We thank the public for their patience and support as we continue to investigate.”
