Seven arrested at Redding problem residence, 15 neglected dogs found

Seven people were arrested at a problem residence in Redding on Thursday, Oct. 31, after the home received multiple complaints from residents.

The Redding Police Department said thatthe Neighborhood Police Unit (NPU), with the assistance of the Bike Team and Park Rangers, issued a search warrant in the 2700 block of Henderson Road on Thursday.

The warrant was obtained after residents issuednumerous complaints saying they witnessedtrespassing, drug activity, fire hazards and concerns over a large number of dogs on the property.

At the home, police discovered “unpermitted construction, unsafe living conditions, and a significant quantity of drug paraphernalia”.

RPD said that animal control was contacted after police discovered 15 neglected dogs present at the home.

The home belongs to a 75-year-old woman whose name is being withheld with RPD saying she isa victim of elder abuse.

Three adult men were found to be living with the elderly woman. Those men were identified as 54-year-oldNai Saechao, 45-year-oldPaul Cairns and 62-year-oldMichael Scott, all of Redding. Police said the men had been living at the residence for several years. While living with the woman, police said that the men had been taking advantage of her financially.

All three men were arrested on charges of elder abuse and residential burglary, said RPD.

RPD said that four other people attempted to flee the property upon arrival of law enforcement but were detained. All four were arrested for drug-related charges.These subjects were identified as 41-year-old Justin Palimino, 20-year-old Kelly Schofield, 47-year-old Daniel Waldrop and 44-year-old Jason Rupe, all of Redding.

“City of Redding Code Enforcement Officers were on scene and addressed the unsanitary conditions along with the unpermitted construction. Redding Fire Arson Investigators addressed the fire hazards caused by the dilapidated structures and larges amounts of rubbish,” said RPD.
