Portland man accused of beating dog in video appears in court, dog’s whereabouts unknown

The man accused of beating a dog, an incident caught on camera, appeared in court Monday.

25-year-old Issac Justham pleaded not guilty to three felony counts of animal abuse, criminal mischief, and trespassing.

Justam also has several outstanding warrants for theft and burglary from 2023 and unlawful entry into a motor vehicle in 2019.

A judge set bail for all of the charges at $30,000.

The horrific video with a clear view of the suspect’s face gained widespread attention. Portland Police say calls from the community helped them locate Justham and arrest him Saturday afternoon.

“There was something off about him,” said Victor Pacheco, who lives in the apartment building where the August 2nd beating happened. Pancheco says he had seen Justham before, but he doesn’t live in the building.

“From what I know he was living on the streets, and somebody gave him a dog,” said Pacheco

Detectives said after arresting him Saturday, Justham claimed to have swallowed fentanyl.

He was transported to a local hospital and later released before being taken to the Multnomah County Detention Center.

Detectives say Justham declined to tell them where the dog was.

Still, neighbors are hoping for a positive outcome.

“Some people just don’t deserve to have animals,” said Pacheco.

“Hopefully that dog is being taken care of and gets a better owner for sure.”

Justham is due back in court on August 27th.
