UNION, S.C. (FOX Carolina) – Union Public Safety said a husband and wife are accused of animal abuse after 19 dogs were found in poor conditions and health on Monday.
According to an incident report, an officer was called to a home on Union Boulevard in reference to animal abuse. Upon arrival, the caller told the officer and an animal patrol officer that there were three adult dogs and 16 puppies that have not been taken care of by the owners of the home.

The report said as the officers walked to the back of the house where the dogs were located, they could smell a strong odor of feces. The officers approached the dog kennel and said they could see feces covering the ground, along with other bodily fluids which appeared to be bloody vomit.
Officials stated that the officer could also visually see worms in the belly of the puppies and one puppy with a hole which appeared to be rotting flesh. They also noticed that the three adult dogs did not have rabies tags.
The dogs were seized by Union Animal Control.
Officials said the owners, William Vernon Haire, 54, and Sami Holcombe Haire, 52, were both charged for failing to inoculate and four counts of animal abuse.
