White Plains, NY — A Peekskill woman has been charged with three counts of animal cruelty following allegations of severe neglect involving three young dogs in her care, Westchester County District Attorney Susan Cacace announced.
33-year-old Shannon Deleg is scheduled to be arraigned on Thursday morning before Peekskill City Court Judge Lissette Fernandez.
The charges stem from the condition of three Terrier mix dogs, each between 1 to 2 years old, found in her custody.
District Attorney Cacace expressed her outrage over the allegations. She said,
I am outraged by the conduct alleged here today. Our four-legged companions have no ability to speak for or defend themselves against abuse or neglect. But my office will always stand ready to speak for them.
Cacace also praised the efforts of SPCA Westchester, stating,
With their partnership, we will continue the work of making Westchester safe for all its residents.
According to the misdemeanor information, one of the dogs, a young female named “Red,” was discovered fifteen pounds underweight, and covered in feces and urine.
A veterinarian’s examination revealed that “Red” was barely able to walk due to a lack of muscle mass and had suffered from starvation and negligence.
According to the allegations, the two other dogs, “Giru” and “Luna,” were also found in similar conditions, underweight and covered in feces and urine.
The charge of animal cruelty is classified as a class A misdemeanor and is not bail eligible.
The three dogs have been surrendered to SPCA Westchester, a no-kill animal rescue center in Briarcliff Manor.
The case is being prosecuted by Northern Westchester Bureau Chief Stephen Ronco and Assistant District Attorney Brittany Rios.
