OGDEN, Utah — Two Ogden men are facing hundreds of animal cruelty charges after 168 dogs and cats were found living “in extremely poor and overcrowded conditions” and rescued from a home last month.
Multiple agencies responded to the home on April 15 after reports of possible neglect and safely removed all the animals, which have been transferred to shelters across the state. According to the Ogden Police Department, none of the animals needed to be put down.
On Wednesday, Miguel Salgado-Vargas, 73, was charged with 633 counts, including Cruelty to Animals, Public Nuisance and Unlicensed Animals. while Ramon Cano Aispuro faces 336 similar charges.

Both Salgado-Vargas and Aispuro were involved in a similar hoarding situation in 2012. The men cooperated during the process with police last month and authorized the removal of the animals from the home.
“We are grateful for the swift coordination between our local and regional partners that ensured every animal was removed safely and given the care it needed,” said Ogden Police Chief Jake Sube.
As of Thursday, 13 dogs remain available for rescue at the Weber Cuonty Animal Shelter.
