NJ seeks to regulate dog trainers, ban pain in training. But AKC opposes. Here’s why

New Jersey lawmakers are considering regulating dog trainers in the state through a dog training licensing board.

If the bill passes, dog trainers would need a license to perform their duties and adhere to training standards set by the board.

One of the board’s main objectives is to establish a humane training code that is scientifically-endorsed and that excludes “the use of practices, devices, or tools employed by a dog trainer that deliberately cause pain, injury, or distress,” the legislation reads.

However, the American Kennel Club, a nonprofit that sets standards for breeding, training and dog competitions, is opposing the bill and encouraging dog trainers to reach out to legislators involved in this bill.

In a statement, the Kennel Club opposed the bill saying “it could have far-reaching consequences for many of our clubs, handlers, and CGC (Canine Good Citizens — a certification from the club) evaluators among others.

When it comes to the creation of humane training standards, the Kennel Club said that terms like “distress” are unclear and that “one training philosophy for the state is not in the best interest of dogs or the community – Dogs are not one size fits all.”

The Club also argued that it could lead to the elimination of many valuable classes for the community because of the potential cost of licensing and fees for continuing education.

Other stipulations in the bill, which is sponsored by Sen. Vin Gopal (D- Monmouth) include the requirements of education, experience and examination to obtain the license, and potential exclusion from licensing of anyone who might have committed fraud or criminal offenses.

There are no federal laws explicitly banning the use of pain in dog training, although some states and local jurisdictions have animal cruelty laws that could be applied to training methods. If the bill passes it would not apply to police dog training, and it would make New Jersey the first state to require licensing for dog trainers.
