
MOUNT PLESANT, S.C. (WCIV) — A Mount Pleasant man has been charged with ill-treatment of animals and torture after over 20 canines were found in “deplorable” conditions, according to the Charleston County Sheriff’s Office.
Rodney Craig Manigault was arrested and charged with one count of ill-treatment of animals and one count of ill-treatment of animals and torture.
On July 10, just after 3:30 p.m. deputies with the Sheriff’s Office were called by a concerned citizen and asked to perform a welfare check on a residence on Rifle Range Road.
Upon arrival, deputies discovered numerous dogs howling behind the home, chained in unsanitary conditions.

Officers located about 20 scent hound type canines, one of which appeared to be paralyzed, resulting in it not having use of its back legs. They observed the dog dragging its back end through mud and glass while tethered to a nearby tree.
According to the attending officers report,the dogs were in deplorable conditions.
They had access to undrinkable water and inadequate food while the temperature outside was approximately 90 degrees. Several of the dogs were observed to have obvious skin conditions resulting in loss of hair and visible skin irritation.
On July 11, Officers obtained a custody order for the animals and took custody of 23 canines on the property. The canines were then transported to the Charleston Animal Society for further evaluation.

Manigault told law enforcement that he knew of the canines injury and did not provide veterinary care.
Manigault was taken into custody on Aug. 14, in Awendaw and was held at the Sheriff Al Cannon Detention Center.
