Memphis man arrested for neglecting nearly 30 dogs at his home, records show

MEMPHIS, Tenn. – A 67-year-old man was arrested Monday after he admitted to investigators that he didn’t provide “proper care” to nearly 30 dogs at his Memphis home, records show.

Tom Rivers was booked into the Shelby County jail on animal cruelty charges, records show. His bond information was not available.

His arrest came after Memphis Animal Services (MAS) announced that it had received 24 dogs from a felony neglect case. In a Facebook post, MAS said the recused dogs only added to an already crowded shelter.

Memphis Police (MPD) responded to an animal cruelty call at a home on Staten Avenue in the Hyde Park neighborhood and found that several dogs were living without any food or water.

There weren’t “any signs of food or water in the vicinity of the dogs, no proper shelter for the dogs, excessive feces and foul odor inside of their dwelling area and several malnourished dogs,” according to Rivers’ affidavit. It also states that the dogs were “in poor living conditions in the frigid weather conditions.”

Court documents allege that one of the dogs had suffered from “severely emaciated loss of muscle.”

Rivers later admitted to investigators that he didn’t give the dogs “proper care.” Records show that there was a complaint of animal cruelty at his home in September.

In all, 29 dogs were recovered from Rivers’ home, records show.

On Tuesday, MAS said it had received 24 dogs from the case. The animal shelter said those dogs were ready to be adopted. Anyone interested in opening their home to the pups should visit the facility from 1-6 p.m. during the week and from noon-4 p.m. Saturdays.
