Man stabbed during argument over unleashed dogs in Tempe

A man walking his dogs off leash near Tempe Town Lake was left with minor injuries after an encounter with a homeless man on the early morning of June 6, according to Tempe police.

Officers responding to a stabbing report at about 5 a.m. near Rio Salado Parkway east of Mill Avenue said two men were on a walking path when Paul Frazer, identified by police as being homeless, confronted the other man over his two unleashed dogs, according to Officer Rhey Williams.

Frazer and the unidentified victim got into an argument, and Frazer allegedly “pulled out a shank and stabbed” the man with the dogs once in the neck, according to Williams.

According to police, Frazer fled, but the other man followed, sparking another argument. During this confrontation, the dog owner was stabbed twice more in the forehead area.

Williams said the victim suffered superficial wounds and did not require ambulance transport.

Frazer, 54, was arrested on charges of aggravated assault and possession of drug paraphernalia. Frazer was taken to jail, according to Williams.
