Police are seeking a man on suspicion of animal cruelty after five “severely emaciated” dogs were rescued from his Barstow home on Monday, authorities said.
The incident began with a report from a concerned neighbor, who called police about 10:40 a.m. to say she had not see her neighbor in a month, his mail was piling up and there was a “foul odor” coming from his home in the 500 block of East White Street, Barstow Police Department officials said.
“Based on the possibility of someone being deceased inside the residence, officers entered through an open window,” the agency said in a written statement.
“Officers did not locate any deceased individuals; however, they did locate five severely emaciated dogs,” the statement said. “Officers obtained a search warrant to seize the dogs and took them to the Barstow Humane Society for further evaluation.”
Investigators identified the sole resident of the home and person responsible for the dogs as 25-year-old Semajay Jackson, but he was not home at the time, police said.
It was determined he had last been spotted at the home two days earlier.
An arrest warrant was issued, but Jackson had not been found Tuesday, officials said.
