
What happens when someone is arrested in Arizona
The legal process for those who have been arrested can be confusing. Here’s how the legal system works in these cases.

A 40-year-old man arrested for animal cruelty after he left dogs to die in a hot car was working a new job and homeless at the time of the incident, arrest records show.
Queen Creek police identified the man they arrested for animal cruelty as 40-year-old Abraham De La Rosa.
De La Rosa was arrested June 13 after two dogs were found dead inside a car. Officers responded that day to the area of Signal Butte and Queen Creek roads after receiving a report of animal cruelty involving an employee of a business within the shopping complex.
When the officers arrived at the scene at about 3:40 p.m., De La Rosa was “actively performing” CPR on his dogs and said he’d left the car running but that someone must have turned it off, according to a probable cause statement that is part of De La Rosa’s court information.
Following an investigation, police determined that two dogs had been left inside a parked car for at least six hours, resulting in the death of both animals. De La Rosa had been working at Eos Fitness in the shopping complex at the time of the dogs’ deaths, according to arrest records, and he’d been working there for about a month.
The arrest record lists De La Rosa’s residential address as “homeless” and the records don’t say whether De La Rosa and his dogs had been living in the vehicle. Maricopa County will be performing an autopsy on the dogs, the records say.
The documents say De La Rosa rushed the dogs to a vet clinic in the same complex, but the dogs had already died. The arrest record says De La Rosa chose not to make any statement after he was read his Miranda warning.
De La Rosa was booked into Maricopa County Jail for two counts of animal cruelty, Queen Creek police said.
“This incident is upsetting and preventable,” Queen Creek Police Department Chief Randy Brice said in a news statement. “Arizona pet owners should always take precautions to protect their animals, especially during extreme heat warnings. Even short periods in a vehicle can be fatal.”
