Judge OKs bail for owner of dogs that attacked young girl

A Howard County judge approved bail Friday for a woman whose dogs are accused of attacking a 4-year-old girl in October.Jewel Brooks, 33, has remained in jail since her indictment on Dec. 2. The judge approved $5,000 bail in addition to ordering pretrial supervision.The judge also ordered Brooks have no dogs, to which Brooks balked, claiming she just spent $2,000 to get her new dog trained.Some residents of the apartment complex where the girl lives anonymously told 11 News on Friday that they’re still scared, saying one of the three dogs in the attack has never been found.”There was, like, 15 kids outside playing that day, including my two daughters,” a neighbor told 11 News anonymously. “My daughter’s still talking with the counselor right now about that thing happened because she’s afraid.”A woman who identified herself as the girl’s mother told 11 News: “I thought she was going to be gone; it was that bad. So, it’s very emotional to talk about … It was very brutal, very scary, traumatizing. That’s all I can (say), that’s the only words I have for it.”Prosecutors said it took multiple adults to pull the dogs off the girl. Brooks said in court that she was also injured while trying to save the girl’s life.The girl’s mother told 11 News that while the physical wounds heal, her daughter’s emotional scars remain.”She’s struggling, but she’s healing well. We try to stay in the best spirits about everything and just trying to heal from what happened,” the woman said. “There’s a lot of things going through my mind. I mean, when you have to be involved with something like that, and it’s your own child, it’s, you know, you would do anything for them.”Brooks said she has since been ostracized and had to pay a penalty to break her lease in Howard County in order to move to Prince George’s County. Her former neighbors in Ellicott City told 11 News they want to know who will ensure Brooks doesn’t have dogs at her new residence.”I’m very worried because I think someone familiar to her (came and got) the dog. I’m pretty sure the dog is with her,” a neighbor told 11 News.Brooks got caught in court in a few untruths when she told the judge only one dog attacked the girl, then later said it was three. She had claimed all three dogs had been euthanized before backpedaling, saying: “Well, the third one is missing, which is as good as euthanized.”Brooks accused the judge of “blatant breed prejudice.” She said her dogs never acted like this before despite court records showing she had been cited by Animal Control since the summer, when all three dogs were “deemed dangerous” after attacking other pets and two people.Howard County police said Brooks had a dog with her when she was arrested and that Animal Control took it. Brooks had 10 days to get the dog and when no one did, Brooks she forfeited ownership. That dog remains in the custody of Animal Control and Brooks is never getting it back.
