‘It was chaotic’: MPD cites woman after numerous dogs escape, attack in Kwik Trip parking lot

MADISON, Wis.  — Madison police cited a woman Monday evening after they said “numerous” dogs in her care got loose and bit people on the city’s far east side.

Authorities said an employee at the Kwik Trip at the 4800 block of American Parkway called 911 to report 10 loose dogs.

“One of the officers said it was chaotic, that people were running, you know, trying to get into their vehicles, running inside the store, trying not to be bitten by one of these animals,” Stephanie Fryer, public information officer for the Madison Police Department, said.

According to police, the woman was living with about 10 dogs of different breeds and sizes in a large vehicle she had parked at the Kwik Trip.

The animals reportedly escaped through a window.

Multiple officers responded to the scene, and some used pepper spray to deal with the dogs that were particularly aggressive.

“It was described the dogs had a pack mentality and that they were trying to, you know, essentially protect each other and protect their owner,” Fryer said.

A family member of the woman reportedly got the dogs back into the vehicle, but they escaped again. “That family member was like, please take them to get, you know, care that they need,” Fryer said.

Approximately eight people were bitten, including an MPD sergeant and a Madison firefighter.

“In some cases, we know that the bite did break the skin, and others it was just people reporting some bruising,” Fryer said.

It took officers about two hours to round up the dogs, who were then taken to the Dane County Humane Society.

The woman responsible for the dogs was issued 15 municipal citations and a criminal offense referral.

According to Fryer, authorities found out the same group of dogs is believed to have attacked a Dane County deputy and Monona police officer in two earlier incidents.

“It sounds like this has been a kind of a repeat problem,” Fryer said. “The animal control officer, you know, brought up that these dogs have attacked people before in the past.”

No animals or people were seriously hurt during the incident.
