
TOLEDO, Ohio (WTVG) – A pack of tiny dogs is constantly barking and regularly running around a Toledo neighborhood, according to people who live in the community. A video shot by a neighbor shows seven dogs running through the streets and barking at neighbors.
“They get into my yard. They’re running at large constantly, constantly barking all day long, all night long. Nobody can get any sleep half the time. It’s terrible,” said Eric Lubinski, who shares a backyard with dogs’ owner.
Lubinski says the noise has been the backdrop of his life for the past four years. He’s reported the dogs and their owner, April Grant Ross, to Lucas County Canine Care and Control numerous times.
LC4 documentation provided by Lubinski shows a pattern of the dogs running at large, barking for hours on end and not having licenses.
“They’re cute little dogs, but they’re clearly a nuisance,” said Tom Hass, another neighbor.
Hass and Lubinski have called the City of Toledo, Lucas County, LC4 and Toledo Police to try to get the issue resolved, but they haven’t gotten the results they want.
“There was just nothing gonna happen. There was — just like we were talking to the wind,” said Hass.
They called the I-TEAM for help and reporter Sophie Bates began researching the dogs’ owners. Court records, going back to 2015, show Grant Ross has been found guilty for failing to keep her dogs on her premises in the past.
Bates stopped by Grant Ross’ home to ask a few questions and left her card after Grant Ross didn’t open the door. A few minutes later, Grant Ross called, cursing at Bates and refusing to answer any questions.
LC4, on the other hand, did answer some questions. An agency representative told Bates deputies visited Grant Ross’ property last week, and now say the fence is secured with cement and privacy panels.
While that may keep the dogs in their yard, it doesn’t do anything about the barking.
“I’m thinking about putting my house up for sale because that’s just how bad it is,” Lubinski said.
Bates is still waiting for LC4 to tell her whether the agency has deemed the dogs a public nuisance, and if it hasn’t why not.
