A municipal animal shelter closed last week as plans are under way to transfer running of the facility to Ocean County, a move that Toms River officials said would save taxpayers about $1 million annually.
The closing of the animal shelter on Oak Avenue upset some who say the facility had long been known as a non-kill shelter, meaning less than 10% of animals in its care were euthanized.
