“Dear PoPville,

I was walking in Logan Circle yesterday at 3:15 pm. I was minding my own business until I heard a yelp from a dog,

whose head was getting shoved into the ground. The man was yelling at the dog and then slapped the dog a few times. As he was making the short walk back with his dog, the man was lifting the leashed dog halfway off the ground. He then yanked the dog up the stairs to the apartment.”
