
A bill making its way through the Texas House of Representatives would stop the puppy mill pipeline into Texas and, if passed, outlaw the sale of dogs and cats by pet stores.
Introduced by Jared Patterson, R., on February 27, H.B. No. 3458 aims to protect consumers from the consequences of buying sick animals from retail pet stores. The bill does not apply to individuals who sell, offer to sell, give, or otherwise transfer dogs or cats raised or bred, by the individual.
According to the bill, a pet store may provide space for an animal control agency or a nonprofit organization whose purpose is to rehome pets for adoption to showcase dogs or cats owned by the entities for the purpose of adoption.

“These lawmakers have taken a significant step toward halting the puppy mill pipeline into Texas and protecting consumers from the heartbreaking consequences of buying sick animals from retail pet stores. HB 3458 promotes transparency and responsible business practices, upholds humane standards, and creates new opportunities for Texas shelters and rescues.”
If passed, it would take effect September 1.
