APD: Altoona couple charged after children found living in filth; dogs found malnourished

Authorities in Blair County say an Altoona couple has been charged after multiple children were found living in deplorable conditions.

Police say 19-year-old Jahkeem Metcalf and 31-year-old Tanya McCartney are charged with child endangerment and animal cruelty after officers were called to assist CYS at their 8th Ave. home earlier this week.

According to the affidavit, police say CYS was investigating after one of the children, age 5, reportedly consumed Clonazepam, a prescription drug used to treat seizures, panic disorders and anxiety.

Authorities say the home was littered with a “foul stench and flies,” with one of the children found sleeping with old food throughout the bed.

Police say another bedroom was reportedly covered in feces.

Authorities say officers also found two Pitbull puppies that had been caged, with no access to food or water, and appeared malnourished.

Investigators noted that McCartney is the mother of the three children, ages 5 years, 10 years and 8 months.

Police say Metcalf is the father of one of the children.

According to online court records, both Metcalf and McCartney were arraigned this week and have since been released on unsecured bail.
