‘About time’: Neighbors say they reported dog-owner for months before she was charged

TOLEDO, Ohio (WTVG) – A Toledo woman is awaiting to be sentenced for charges related to neglecting dogs. Her neighbors said it’s about time.

People living on Plymouth Street have been warning police and Lucas County Canine Care and Control about the dogs for months, some said even years.

Five dogs were seized from Sparkle King’s home on Plymouth Street in December after Toledo police found five dogs living amongst “garbage” and “animal excrement” without food or water.

Travis Segur lives next door to King. He said he and his neighbors were reporting problems with King and her dogs to LC4 and TPD long before the dogs were seized in December.

“Yeah the dogs are running loose constantly,” Segur said. “That’s an everyday issue over here.”

Segur actually spoke to police six months prior to King being charged. Police were at her home on June 8, responding to a call of dogs running at large.

After they spoke with King, officers noted that there were gaps in the fence where puppies were getting loose.

In the June 8 police report, officers wrote that they noticed other potential problems.

“It did not look like the dogs or puppies are living in any kind of safe environment under the care of King,” officers wrote.

Police warned King that an officer with LC4 almost came to seize the dogs. They advised King to make sure her dogs did not escape her yard.

The next day, on June 9, police went back to King’s house for an animal complaint. Segur reported that one of King’s dogs chased him while he got out of his car and was afraid of getting attacked. He noted that multiple dogs escaped from King’s property.

Just over one week later on June 17, an officer with LC4 checked in on King. They wrote “Dogs were in the house on our visit. Notice left.”

Segur says the dogs continued to break loose even after the visit from LC4 and police until officers came back in December.

“There’s been multiple times where I was not able to even leave my house because I got pit bulls on my porch,” Segur said.

He expressed frustration that it took months before anything was done. Now that his neighbor is facing consequences, Segur is thinking of one thing.

“My only hope for my neighbor is that she gets taken off the list of people that can adopt dogs,” Segur said.

Sparkle King is set to be sentenced for two counts of Prohibitions Concerning Companion Animals on Jan. 10.
