Anonymous tip leads to rescue of 13 dogs from mistreatment in Horry Co.

One person has been arrested and 13 dogs were seized in connection to an animal care and treatment case.

Michael Smalls, 44, from Conway faces 13 counts of illegal animal care and treatment following an investigation that determined animals on his property were “emaciated and improperly housed,” according to officers.

The keeping of these dogs was in opposition to the county ordinance 4-3 “Animal Care & Treatment.”

Horry County Police Department Environmental Services officers responded to the incident on Monday at the near Juniper Bay in the unincorporated area of the county after receiving an anonymous tip.

The 13 dogs were transported to the Horry County Animal Care Center for care. They remain there and are not available for adoption at this time.
