Conway man charged after allegedly mistreating 13 dogs, police say

CONWAY, S.C. (WMBF) – Over a dozen dogs are on the road to recovery after Horry County police found them emaciated in a Conway home.

On Monday, the Horry County Police Department arrested 44-year-old Michael Smalls, of Conway, and charged him with 13 counts of illegal animal care and treatment after an investigation uncovered the dogs were improperly housed and emaciated.

HCPD said the condition in which the dogs were found were “in direct opposition to the County ordinance 4-3 ‘Animal Care & Treatment’.”

Officers responded to the home on Juniper Bay after receiving an anonymous tip from a community member.

The 13 dogs were taken to the Horry County Animal Care Center for assessment and care.

They are not currently available for adoption or rescue.

HCPD is reminding people if they see suspicious activity to say something.
