With the Susquehanna Valley experiencing dangerous cold, pet owners should keep Libre’s Law in mind.Under the law, a dog can’t be tethered outside more than 30 minutes if the temperature drops below 32 degrees. In all cases, dogs must have access to water and shade.Added protections for horses: Abuse of horses is treated the same as that of cats, dogs and other pets.Increased penalties for animal abuse: The law breaks down the penalties for different grades of cruelty and different penalties based on the severity of the conduct and how many prior offenses there have been.
