Abandoned Dogs Went 9 Days Without Food, Water In Bucks: Court Records

BUCKS COUNTY, PA —Two dogs abandoned by a Morrisville pet owner and given no food or water for nine days are being treated by the Bucks County SPCA.

Cindy Kelly, the agency’s director of communications, provided Patch with a status update on the two dogs who were rescued after police responded to the 120 block of North Delmorr Avenue on Aug. 28 and saw them in the feces-filled apartment through the window, a criminal complaint obtained by Patch states.

The Morrisville Borough Police Department seeks the dog owner who allegedly abandoned a mother dog and her two puppies with no food or water for nine days after she left her apartment, according to a court affidavit.

Police identified the dog owner as 20-year-old Jaylah Hayes, who faces multiple misdemeanor and summary charges of animal neglect and animal cruelty.

Kelly said the two dogs are doing well in the Bucks SPCA’s care at its Lahaska shelter.

“Both dogs continue to receive medical attention under the direction of our shelter veterinarians,” Kelly told Patch Monday.

She said the young tan and white dog were “especially underweight” and it will take some time to bring her up to a healthy weight.

“We are thankful they were discovered and that they are no longer suffering from hunger and thirst,” Kelly added.

According to the criminal complaint, a Morrisville police officer saw the pitbull mixes who both appeared extremely thin and suffering from diarrhea and a skin infection. There did not appear to be any food or water in the apartment.

The officer immediately provided the dogs with food and water through an open window and they ate and drank voraciously, the affidavit said.

The affidavit stated that water and electric company notices were posted on the front door notifying that services would be cut off shortly. The officer left a note for Hayes asking her to contact the police department, the complaint states.

After not finding Hayes at the apartment the next day, police obtained a search warrant to remove the dogs, the complaint states.

The dogs immediately greeted the police officer, the affidavit said. Police found the carpet was full of feces and urine and that the dogs chewed through part of the window sill, the affidavit said.
