
On June 19, 2025, Emery County Sheriff’s Office (ECSO) arrested and charged two Price residents after confessing to dumping 13 dogs in the San Rafael Swell in April.
ESCO was able to access camera footage that the Bureau of Land Management had installed near the Buckhorn panel showing the offenders in the area with a truck full of dogs. Sheriff Tyson Huntington explained that after dissecting the footage they were able to grab stills of the suspects and license plate number.
The license plate was registered in Price, Utah so ECSO reached out to Price City Police Department and identified the offenders as Deborah Charles, 67, and Arianna Garcia, 33. They were each charged with 13 counts of aggravated animal cruelty.
The two women were living together and claimed that their landlord would not allow that many animals to be on the premise, though eight dogs were still found in the single-wide trailer.
The dogs were originally spotted by tourists in the Swell several weeks ago, and group efforts from off-duty deputies, private citizens and volunteers from Best Friends Animal Society captured most of the puppies, all of which are under a year old. Unfortunately, some of the dogs are unaccounted for.
Best Friends and Castle Valley Animal Rescue have taken in the found pups and are caring for them until they can find a forever home.
