CAMPBELL, Ohio –
A Campbell man has been arrested after police say he had left dogs out in an enclosed fenced in area in his yard without food and water for at least over a month.

According to a police report, police first got word of this alleged act of cruelty when the Campbell Mayor’s office alerted police to two dogs living in a small fenced in enclosure connected to a shed on the 400 Block of Blossom Avenue back in May of 2024.

According to the report, police checked out the house and saw that the fenced in area in question was only 128 square feet, which is significantly less than the city’s required minimum of 600 square feet for enclosures like this.

Police say there was no food and water inside the enclosure and there was an “excessive amount” of feces in the grass outside the shed.

Meanwhile inside the shed, police say there was nothing but dirt and dust on the floor.

Following the first visit on May 10, 2024, police visited the home again at least five more times and continued to see the dogs in the enclosure without any food or water according to the report.

In some cases, police say these dogs were outside during a heat wave when it was nearly 90 degrees outside and the only way to get out of the sunlight was to go inside the shed, which traps heat inside causing the temperature to rise to dangerous levels.

According to the report, police were able to determine that 34-year-old Jose Uribe-Bravo lived at the house. Court records show he is charged with three primary enclosure violations, as well as two counts each of neglecting animals and prohibitions concerning companion animals.

He was set to be arraigned on January 17 of 2025, but he did not show up and a warrant was issued for his arrest. According to a police report, Uribe-Bravo turned himself in on May 30.

Additionally, the report alleges that Uribe-Bravo had told officers that he had entered the U.S. illegally. Police say ICE was notified regarding this.

Uribe-Bravo’s new arraignment date is Tuesday, June 3.
