Court docs: Man facing murder charge now facing more charges after dogs mauled neighbor to death

Marshall Garrett is charged in connection with the death of his neighbor, Harriette Phillips. He’s also facing a murder charge in another case.

HOUSTON — A man facing a previous murder charge is now facing new charges related to the deadly mauling of a woman in northeast Houston last month.

Marshall Paul Garrett, 38, is now facing three counts of felony criminal negligence in addition to a murder charge stemming from a 2024 attack. As of Tuesday, April 15, 2025, he was not in custody, according to official records.

Court documents shed more light on what investigators said happened in a neighborhood on Wayside Village Way, near the intersection of Little York Road and Wayside Drive, in late March.

According to the documents, Garrett’s three dogs got loose on March 23 and mauled his neighbor, Harriette Phillips, to death.

Investigators said the dogs broke through a shared fence and attacked her in her yard. A neighbor texted Garrett to let him know and he said he would handle it.

Surveillance video showed Phillips walking out of her house with a hammer to check on the side of the yard where the dogs got in.

The video showed the dogs attacking her and her yelling for help. She tried to use the hammer to defend herself and get back inside, but she fell and the dogs killed her, according to court documents.

It wasn’t the first time the dogs got loose, investigators said. In another incident, the dogs got free and went into a different neighbor’s yard. They were able to get the dogs back, but when they were repairing the fence, one of the dogs bit the woman repairing the fence where they got out.

The mixed-breed dogs, two female and one male, were euthanized after the deadly attack.

Murder allegations

Court documents revealed Garrett is also facing a murder charge.

On Oct. 29, 2024, investigators said Garrett beat a 69-year-old man to death.

According to his fiancée, Alton Martin got some jewelry for his birthday but they needed money so he decided to sell it instead of keeping it.

Investigators said the couple met Latrecia Washington in the parking lot of a club and sold her the jewelry. She later told authorities that when she tried to pawn it, she realized it was fake.

After the parking lot sale, Martin and his fiancée went to a nearby dollar store on Gregg Street. They said Washington ended up using her car to block them in a spot in the parking lot and she got out and followed Martin into the store.

Martin’s fiancée said Washington chased him out of the store and held a knife to his throat. She then walked him to a nearby store at knifepoint.

The fiancée said she called 911.

Court documents show that Washington and Garret beat Martin with either the handle of a knife or a metal pipe. Authorities said he died from blunt-force trauma to his head about 12 days after the attack.
