CAMERON, Texas (KWTX) – Authorities in Milam County announced two people were arrested in the December 2024 dog mauling death of a Rockdale woman.
Arrest warrants against Joel Rubio, 61, and Terri Ann Frank, 65, were served April 7, 2025, on second degree felony charges of attack by a dog resulting in death.

Investigators said the charges stem from an incident Dec. 18, 2024, at a home on Beverly Drive, just outside the Rockdale city limits.
Milam County deputies responded shortly after 1 p.m. to investigate the death of Delores Woolverton, 88.
An autopsy report revealed the victim’s cause of death as canine mauling, investigators said.
Seven dogs located on the property at the time were removed and secured. A Justice of the Peace ordered those dogs be euthanized.
Investigators determined at least one of the dogs involved had a prior history of an unprovoked attack against an AMR employee, fulfilling the requirements for the definition of a dangerous dog.
