Former police officer accused of abandoning dogs

MANILA, Ark. (KAIT) – Manila police arrested a former colleague Monday after they said he moved away and left two dogs to fend for themselves.

Michael Shively, 32, of Cooter, Missouri, is charged with animal cruelty.

In December of 2024, several people reported two dogs abandoned at a home on North Davis Street.

According to the initial incident report, neighbors told Officer Ronald Amick they had been feeding the animals since the first of October.

Amick and Sgt. Holt then spoke with another suspect who said the dogs were left behind because “she couldn’t have them at her daughter’s residence.”

The woman also said “her son, Michael Shively, had left his brindle pit there until he could find a house.”

Amick stated in the report that the dogs “went from being left outside in the winter elements to being locked in a house with no way out to use the restroom or receive food or water [from] the neighbors.”

A warrant was issued for both suspects, the report stated.

The incident report stated that the Blytheville Police Department “picked up” Shively on Monday, Feb. 24, for “unknown reasons.”

Amick said he went to the BPD and took Shively to the Mississippi County Detention Center, where he was booked on the warrant.

Captain Steve Lancaster confirmed to K8 News that Shively once worked for the Manila Police Department.

While employed by the MPD, he shot and killed Christopher Palmer at a home on West Olympia Street.

Scott Ellington, who was the prosecuting attorney at the time, later ruled the shooting was justified and cleared Shively of any wrongdoing.
