WASHINGTON (7News) — “Just before 4 o’clock, I heard this horrible screaming and yelping. My office is upstairs, and I looked out on the street and I saw a man with a dog,” said Dr. Ben Stearn.
Dr. Stearn, a witness on Monday, to one of two dogs in separate incidents being shocked and killed in Northwest. D.C. on 19th Street near Dupont Circle.
The dogs were out for a walk with their owners.
“I knelt down and felt something sharp in my hand, and looked and I didn’t see anything, and again got shocked a second time and a third time, and it finally dawned on me that I was being shocked,” said Stearn.

On Wednesday Pepco told 7News it was investigating but had no explanation on what happened saying there is no stray voltage in the area and the area is safe.
“We are aware of two incidents that occurred on Monday, January 6, near 1140 19th St. NW involving two individuals and their pets. Our thoughts continue to be with the individuals impacted by this event. The safety of our customers, communities and employees is always our top priority.
Crews conducted an inspection of the 1100 block of 19th St. NW and have confirmed that there is no stray voltage in the area and the area is safe. Pepco is conducting a thorough investigation of this incident to understand what took place and what may have caused this issue. This investigation will include industry peers and third-party experts. We expect the full investigation to take approximately 60 days (about 2 months).”

This is all too familiar with an I-Team investigation 7News Investigative Reporter Scott Taylor exposed four years ago, which happened in D.C.’s Navy Yard neighborhood. Back then, Celia Camacho’s dog received an electric shock outside the Foundry Loft- The Yards apartment building when her pet stepped through the sliding glass doors of the building in late January.
“I’m terrified. I feel bad for my dog first of all, but I’m terrified that something bigger could happen with a child, another person’s dog,” said Camacho.

Same conditions. The sidewalk was wet due to a recent storm.
The District said the incident four years ago was due to a stray voltage being caused by one of the four external lights outside the apartment building.
